Job Summary:
The Project Controls Supervisor develops project controls of total
project costs, budget reporting and status reporting for Capital
project investments. They also control the performance of
engineering and construction contractors working on Capital Project
Investments. The Project Controls Supervisor also manages capital
investment cost estimates and Develops and implements project
control best practices for capital project investments.
Minimum Qualifications:
Bachelor's degree in Chemical, Mechanical, Civil, or other relevant
Engineering field PLUS fifteen (15) years of relevant experience. -
-REQUIRED SKILLS:--- Advanced capabilities for progressing work and
developing metrics to accurately reflect actual & planned
progress.--- Advanced capabilities in forecasting projects' final
costs and schedules.--- Advanced knowledge in Project Cost
estimating techniques and tools.--- Advanced knowledge in Project
scheduling tools and techniques including critical path
scheduling.--- Advanced capabilities in project cost and schedule
control methods and procedures. - - - -Candidates must be able to
obtain a TWIC (Transportation Worker Identification Credentials
Card) -TWIC ELIGIBILITY REQUIREMENTS: The Maritime Transportation
Security Act requires all persons who will need unescorted access
to a regulated facility to have a valid Transportation Worker
Identification Credential (TWIC), issued in accordance with the
rules established by the United States Coast Guard and the
Transportation Security Administration. - Candidates selected for
employment must meet eligibility criteria to obtain a TWIC card.The
following link lists the eligible criteria for all persons trying
to obtain a TWIC card:https://universalenroll.dhs.gov/ -*Must have
current valid driver's license.*
Job Duties:
1. Supervises the development of total project costs, and utilizing
SAP and other forecasting tools, determines whether projects will
stay within prescribed ranges as authorized. Develops and
implements immediate corrective action measures for those projects
outside the authorized range. -2. Develops engineering and
construction schedules to identify critical path activities to
ensure that proper resources are applied to maintain overall
schedule. Develops and implements a corrective action plan when
metric indicated deviation from the accepted range. -3. Supervises
the development of all capital project estimates that all
activities required to meet the project business objectives are
included in the estimate and that the level accuracy is consistent
with authorization requirements through direct supervision of the
application of risk analysis and contingency assignment. -4.
Control the performance of engineering and construction contractors
working on capital investments through the development of metrics
that indicate the efficiency and effectiveness of the contractors.
-5. Manages special projects associated with the Project
engineering department including the direction of the local efforts
for IPA Benchmarking, CII benchmarking implementation of new
estimating tools, implementation of new project control tools. -6.
Directs the continuous evaluation of work priorities and
departmental work load to ensure that engineering and construction
resources are being utilized in the most efficient manner
consistent with the work priority. Develops recommended adjustments
as required to maintain the most efficient execution of capital
projects. -7. Continuously evaluates work priorities and

presents to Manager of project Engineering. -8. Develops and direct
the training program to satisfy the needs of new employees to allow
them to become skilled in the use of Microsoft Project, SAP Cost
Reporting, and the "in house" Capital Project Management System
(CPMS), Value Improvement Practices (VIP) and departmental
metrics.
