Job Description:

Program Specialist III: Conducts inspections of Home Health and Personal Assistance Services in the Home and Community Support Services Agencies program (HCSSA) to determine compliance with state requirements. Investigates complaints and incidents regarding services provided by HCSSAs. Provides assistance to current and prospective agencies for the HCSSA program by accurately interpreting rules/regulations. Identifies and writes deficiencies in accordance with program requirements. Makes appropriate referrals to state agencies. Essential Job Functions: Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Conducts surveys and inspections or investigations in agencies to determine compliance with federal and state regulations. Completes survey/inspection reports listing deficiencies/citations and prepares written reports supporting the actions and remedies recommended. Conducts exit conferences with agency staff regarding findings. Communicates in a complex level with others (internally and/or externally) to provide, exchange, or verify information, answer inquiries, address issues, or resolve problems or complaints. Performs quality assurance reviews of documents or material prepared by others (for example publications, assessments, reports and curriculum). May testify at hearings or in court proceedings to provide information regarding policy/procedures, history, findings, or activities. Knowledge Skills Abilities: Knowledge/skills in regulatory interpretation, application and protocol. Knowledge of investigative processes. Skill in interpersonal relations and conflict resolution. Knowledge of issues, concerns and needs of populations at-risk in a variety of health care and/or institutional environments (elderly, disabled, mentally ill, developmental disabled, functionally dependent, medically frail, et.). Skills in oral, written and electronic communications, including computer word processing software. Registration or Licensure Requirements: Experience in a field related to the agency program. Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another. Initial Selection Criteria: Experience as a surveyor or investigator. Experience in performing work in quality assurance monitoring, survey and/or investigation of health care facilities/agencies. Experience in preparing detailed written reports, Organization skills, computer proficiency and interpreting medical documents. Additional Information: Req 484945 Requires approximately 85% travel, including overnight travel. Requires dependable transportation and requires working before 8a.m. and after 5p.m. Occasionally requires weekend travel and working on holidays.
