Job Description:
Summary You will function as the Nurse Manager Primary Care. You
will demonstrate and educate staff on providing excellent customer
service. Cultivate an environment of professionalism, excellence
and conflict resolution at the clinic and team level. Complete
clinic unit rounds daily and as needed to address specific issues.
Report to ACNS/designee by 4 p.m. daily any incidents (i.e. med
errors, falls, threats, and assaults) and completes incident
reports. Responsibilities VA offers a comprehensive total rewards
package: VA Nurse Total Rewards You will maintain a copy of nursing
schedules and unplanned leave electronically for three years or
paper copies for three years from last Joint Commission inspection.
Review and approve schedules time, providing three weeks of
approved leave as required to meet the Master Agreement (the
present week and two weeks in advance). Prepare and post or submit
in monthly reporting to ACNS by the 5th of each month, according to
clinic assignments per ACNS. Complete information for the Balanced
Score Card for their clinic by the 5th of the month, include action
plans as required. Communicate with ACNS if unexpected day. Monitor
daily narcotic counts, where applicable. Monitor daily environment
of care and report needs accordingly. Assure that no food or drinks
are in rooms where patients are seen within the clinic. Complete
employee ECOMP on the day of employee injury, review patient
incident reports in JPSR, and check notifications after events to
ensure reports are complete and signed within required time frame.
Promote effective written and verbal communications through monthly
meetings with Nursing Staff, e-mails, and huddles. Ensure
individual and group meetings are documented. Plan for own TMS
training to be completed timely. Communicate changes in ambulatory
care operations, policies and procedures to staff on a timely
basis. Participate in/facilitates appropriate Nursing
Committee/Council meetings. Assigns responsibility for clinic/area
coverage when absent. Assess staffing patterns to ensure that
patient care needs are evaluated, met and maintained through the
use of non-traditional appointments. Comply with recruitment and
retention policies and procedures. Supervise and evaluate assigned
staff and completes appraisals/proficiencies as required for RN'S,
LVN'S and other staff as applicable. Submit timely proficiency
through e-Performance. Document efforts for the employees who
decline to provide self-input. Review and revise job descriptions
and/or functional statements and competencies as needed. Schedule
and document orientation programs for new staff on a timely basis.
Monitor base line direct patient care for new staff within 30 days
of being hired, then on a 90-day evaluation. Conduct chart audits
for new staff documentation during first 60-90 days. Submit reports
and documents to HRMS as required. Ensure compliance with VHA,
System and clinic policies. Ensure compliance with TJC, other
regulatory bodies and standards. Pay: Competitive salary, regular

**NOTE: Upon assignment to this position, the incumbent's salary
will include two additional steps for assignment to a Head

Basic Requirements: United States Citizenship: Non-citizens may
only be appointed when it is not possible to recruit qualified
citizens in accordance with VA Policy. English Language
Proficiency: In accordance with 38 U.S.C. 7402(d), no person shall
serve in direct patient care positions unless they are proficient
in basic written and spoken English. Graduate of a school of
professional nursing approved by the appropriate State-accrediting
agency and accredited by one of the following accrediting bodies at
the time the program was completed by the applicant: The
Accreditation Commission for Education in Nursing (ACEN) or The
Commission on Collegiate Nursing Education (CCNE). In cases of
graduates of foreign schools of professional nursing, possession of
current, full, active and unrestricted registration will meet the
requirement of graduation from an approved school of professional
nursing. OR The completion of coursework equivalent to a nursing
degree in a MSN Bridge Program that qualifies for professional
nursing registration constitutes the completion of an approved
course of study of professional nursing. Students should submit the
certificate of professional nursing to sit for the NCLEX to the VA
along with a copy of the MSN transcript. (Reference VA Handbook
5005, Appendix G6) OR In cases of graduates of foreign schools of
professional nursing, possession of a current, full, active and
unrestricted registration will meet the requirement for graduation
from an approved school of professional nursing. Current, full,
active, and unrestricted registration as a graduate professional
nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of
the United States, or the District of Columbia. Preferred
Experience: -Recent Nursing Supervisory Experience within the last
2 years -Recent primary care or medical surgical experience within
the last 2 years -BSN or MSN Degree preferred -Proficient with
electronic medical records and computer applications -Proficient in
quality management, performance improvement and process
improvement. Grade Determinations: The following criteria must be
met in determining the grade assignment of candidates, and if
appropriate, the level within a grade: Nurse I Level I - An
Associate Degree (ADN) or Diploma in Nursing, with no additional
nursing practice/experience required. Nurse I Level II - An ADN or
Diploma in Nursing and approximately 1 year of nursing
practice/experience; OR an ADN or Diploma in Nursing and a
bachelor's degree in a related field with no additional nursing
practice/experience; OR a Bachelor's of Science in Nursing (BSN)
with no additional nursing practice/experience. Nurse I Level III -
An ADN or Diploma in Nursing and approximately 2-3 years of nursing
practice/experience; OR an ADN or Diploma in Nursing and a
Bachelor's degree in a related field and approximately 1-2 years of
nursing practice/experience; OR a BSN with approximately 1-2 years
of nursing practice/experience; OR a Master's degree in nursing
(MSN) or related field with a BSN and no additional nursing
practice/experience. Nurse II - A BSN with approximately 2-3 years
of nursing practice/experience; OR ADN or Diploma in Nursing and a
Bachelor's degree in a related field and approximately 2-3 years of
nursing practice/experience; OR a Master's degree in nursing or
related field with a BSN and approximately 1-2 years of nursing
practice/experience; OR a Doctoral degree in nursing or meets basic
requirements for appointment and has doctoral degree in a related
field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN
and approximately 2-3 years of nursing practice/experience; OR a
Doctoral degree and approximately 2-3 years of nursing
practice/experience. Note regarding MSN degrees: If your MSN was
obtained via a Bridge Program that qualifies for professional
nursing registration, a BSN is not required. Reference: VA
Regulations, specifically VA Handbook 5005, Part II, Appendix G-6
Nurse Qualification Standard. This can be found in the local Human
Resources Office. Physical Requirements: The position requires
moderate lifting and carrying (15-44 pounds), straight pulling (0.5
hours), pushing (0.5 hours), reaching above shoulder, walking (5.3
hours), standing (5.3 hours), repeated bending (5.3 hours), ability
for rapid mental and muscular coordination simultaneously, near
vision correctable at 13" to 16" to Jaeger 1 to 4, far vision
correctable in one eye to 20/20 and to 20/40 in the other, depth
perception, ability to distinguish basic colors, and hearing (aid
permitted). Education The Associate Degree Nursing (ADN), Bachelor
of Science degree in Nursing (BSN), or Master of Science degree in
Nursing (MSN) must be fully accredited by the Accreditation
Commission for Education in Nursing (ACEN) or the Commission On
