This position will be closed March 7, 2023 at 5 PMGENERAL DESCRIPTIONThis position requires directing the overall administration, program development, fiscal management, coordination and communication of the Nueces County Community Action Agency in accordance with the policies established by the Board of Directors of the Nueces County Community Action Agency. The CEO will serve as a direct communication link between the Board of Directors, Executive and Fiscal Committee, and staff.ESSENTIAL DUTIESResponsible for the implementation of Agency goals and objectives.Responsible for the Supervision of Executives.Responsible for the fiscal management in preparing budgets and preparing required monthly reports. -Responsible, in conjunction with Executives, for developing program policies and procedures.Acts as the official spokesperson for the Agency.Participates in occasional public speaking engagements. -Participates in Board of Directors and Policy Council Committee meetings.Responsible for evaluating the performance of Executives. -Mentors, coaches, and guides Executives.Travels extensively for conferences, meetings, seminars, and/or workshops.Responsible for communicating with all NCCAA funding sources.Responsible for communicating with state and local public officials.Responsible for nurturing partnerships in accordance with Agency policies.Responsible for adhering to and adjusting policies as needed related to the changing times.Responsible for the overall health and safety aspect of the organization.

MINIMUM QUALIFICATIONSEDUCATION AND EXPERIENCE:

  • MA/MBA/BA/BBA/BSdegree with specialization in Public or Business Administration, Education, Sociology, or Psychology.
  • Five (5) years' experience in a related field, or -
  • Any equivalent combination of education and directly related job experience.

    KNOWLEDGE, SKILLS, ABILITIES
  • Accepts overall responsibility for the direction, planning and implementation of program activities, events, and tasks.
  • Able to gather relevant data, conduct an analysis, and arrive at conclusions in order to develop recommendations for management action on various cost related issues.
  • Demonstrates effective leadership, management, and training skills.
  • Deals with people beyond giving and receiving instructions; is courteous, cooperative, conscientious, and tactful in dealing with employees and the public.
  • Performs job duties in a precise, thorough, and meticulous manner.
  • Able to handle various projects at the same time in an effective manner.
  • Demonstrates effective verbal and written communication skills towards all Agency staff and the general public.
  • Possesses strong understanding of the concept of human relations.
  • Requires ability to deal with people tactfully and with diplomacy.
  • Ability to maintain regular and punctual attendance.
    SPECIAL REQUIREMENTS
  • Must successfully pass a pre-employment drug test. -
  • Must successfully pass and submit a post offer initial physical examination within two weeks from the date of hire.
  • Must successfully pass and submit a pre-employment TB test and must successfully pass and periodically as indicated by the regional Texas Department of State Health Services or local health authority. -
  • Must possess a valid Texas Driver's license (Operators-Class C), and driving record must be approved by insurance company on an annual basis.
  • Dresses in appropriate business attire and is professional in appearance and mannerisms.
  • Proof of work eligibility and references must be provided.

    PHYSICAL DEMAND OF ESSENTIAL DUTIES

  • Normal physical activity includes frequent sitting and occasional standing and walking in a usual workday.
  • Requires employee to use hands, arms, feet, legs, neck and head while performing various Agency tasks. -
  • Requires occasional twisting at desk when answering phone or typing at computer.
  • Requires retrieving files by pulling & pushing filing cabinet drawers with occasional bending, stooping, squatting, kneeling, and reaching above shoulder level.
  • Requires use of the five senses (hearing, seeing, touching, smelling, and tasting) to perform various job duties. -
  • Requires extensive speaking in person and on the telephone with staff, clients, non-agency individuals, and the Board of Directors.
