Job Description:

JOB SUMMARY: Under the direction of the Property Manager performs administrative duties of considerable difficulty involving the day to day operations of one or more developments. Work requires contact with the public. Performs other duties as assigned. JOB DUTIES and RESPONSIBILITIES: 1.

Fills vacant units in assigned housing development by properly accepting, reviewing and processing applications for housing and continued occupancy in accordance with PHAS/HUD requirements 2. Conducts interviews, inspections and computation of initial and interim rents. 3. Collects and inputs rent payments into computer system.

4. Retrieves rent collection report from computer and balances at the end of each day. 5. Schedules appointments for prospective residents for housing.

6. Shows units to be leased to prospective residents. 7. Maintains unit turnaround time and vacancy standards.

Monitors unit turnaround and duration of vacancies in accordance to PHAS guidelines. 8. Schedules and sends appointment letters for annual re-certifications, annual inspections, pest exterminations, and any other correspondents with residents. 9.

Conducts certifications relative to the cycle of occupancy, e.g., annual recertification's, interim changes, family characteristic forms, transfer requests, analyzing work order reports and monitoring work order completion, and related procedures. 10. Prepares and sends required forms to employers and agencies to verify information needed to compute rent or to complete interims and re-exams. 11.

Files paperwork into the appropriate files in a timely manner. 12. Conducts weekly inspections of property grounds to ensure safe and sanitary housing and reports any unsafe conditions 13. Answers telephone calls and responds to inquiries about Public Housing or routes inquiry to appropriate person.

14. Assists Manager in communicating with resident association on maintenance issues, improvement priorities, and changes in rules and/or regulations. 15. Assists Manager with monitoring and counseling residents on delinquent accounts, discusses and/or sets up repayment agreements.

16. Assists Manager with sorting and delivering notices to residents to include Notice to Vacate, Termination of Lease, appointments and/or messages. 17. Assists Manager with ensuring work order accuracy in accordance with PHAS guidelines.

18. Assists Manager in reviewing monthly work order reports for outstanding and completed work orders. 19. Assists Manager with quality control inspections to monitor the condition of units being made ready, annual inspections of units, and work performed by maintenance to determine safety, cleanliness, and sanitary conditions.

Required Education and Experience: High School graduate or GED equivalent, plus one (1) year of experience in property management, to include rent collections, interviewing and meeting with residents. 2.

Required - Must hold a valid Texas Driver License and maintain a satisfactory driver's record. May operate Authority vehicle while on Housing Authority business. 3. Required - Ability to work hours other than 8-5 in variable weather conditions and overtime as required to meet Housing Authority goals and objectives.

4. Preferred - Ability to work independently and produce acceptable volume and quality of work under pressure to meet specific deadlines. 5. Preferred - Ability to converse in Spanish KNOWLEDGE, SKILLS and ABILITIES: 1.

Thorough knowledge of general office practices and procedures; spelling, punctuation and grammar; and working knowledge of public housing. 2. Ability to communicate effectively, both orally and in writing, and exercise initiative and independent judgment. 3.

Ability to listen effectively and follow instructions. 4. Skill in the use of personal computers; the use of word processing and experience using various software; skilled in typing and telephone etiquette. 5.

Ability to use various office equipment. 6. Ability to maintain positive working relationships and demonstrate good judgment and integrity with staff, residents and the public. 7.

Ability to deal effectively with diverse groups and individuals. 8. Ability to plan and organize workload. 9.

Ability to exercise good judgment in appraising situations and making decisions. 10. Ability to wear personal protective equipment and comply with safety requirements. 11.

Ability to maintain confidentiality of necessary information. 12. Ability to utilize supplies and equipment properly and without waste. 13.

Ability to work in a safety conscious manner which insures that safe work practices are used in order not to pose a risk to self and others. 14. Ability to successfully complete related training or classes as assigned by the Housing Authority. 15.

Complies with company policies and procedures and local, state and government regulations; and maintains a dependable attendance record. 16. Physical Demands: Primarily sedentary in nature, with occasional lifting or moving of small objects of approximately 10-25 pounds; sitting, standing, walking, talking, bending, stooping, hearing
